RCIL's VD-HCBS Program is designed to help veterans of all ages live independently in their own homes, stay active in their communities, and remain in control of their care - without the need for nursing home placement.
RCIL supports the independence and growth of veterans through our VD-HCBS Program. Veterans of all ages can choose their own staff, manage a flexible budget, and create a personalized care plan that allows them to live on their own terms at home. Start your journey toward independent living today.
This Program is Supported by the VA Medical Center for the county in which you reside.

- Shopping and running errands
- Housekeeping and laundry assistance
- Meal preparation
- Development of socialization skills
Who We Serve
- Veterans of all ages and with all types of disabilities who are enrolled in the VA health care system.
- Veterans who reside in a county where VDC services are available.
- Veterans who are able to self-direct their own services, or have an authorized, unpaid representative.
- Veterans who are established and are seen regularly by a VA primary care medical provider.
- Veterans who are determined to meet the clinical eligibility criteria.
Payment Options
- The Veteran Directed Care Program is funded by the Veteran’s Administration (VA).
- Eligible veterans who qualify for assistance through the VA can access funding for services under this program.

How do I enroll in the VD-HCBS program?
Enrollment is determined by the VAMC. If interested, please contact your primary social worker to discuss your options.
What can be covered in my budget?
Some examples of covered items include, but are not limited to: Personal Care Services, Cleaning Services, Food Preparation Services and Delivery of Prepared Foods, Transportation Services for Health-Related Appointments, and Community Activities.
