RCIL's CDPAP Veteran Program is designed to help veterans of all ages live independently in their own homes, stay active in their communities, and remain in control of their care - without the need for nursing home placement.
RCIL supports the independence and growth of veterans through our CDPAP Veteran Program. Veterans of all ages can choose their own staff, manage a flexible budget, and create a personalized care plan that allows them to live on their own terms at home. Do I have to reside in a specific county for the Veteran-Directed service?
Yes, this service is available in Otsego County only.
Do I need to have Medicaid to be eligible for Veteran-Directed services?
No, veterans of any age who live at home and are NOT Medicaid-eligible qualify for this service.

Who can be my worker?
It’s your choice! It can be a friend, family member or neighbor. However, workers can not be a spouse, designated representative, or parent of a child younger than 21.
Does my home care worker need to have certification?
No. Workers do not need to be certified. You will be responsible to train the workers.
