RCIL envisions a world where everyone, regardless of disability, lives in the most integrated and independent setting possible, and has the opportunity to contribute to the economic, political, and social development of their community.

What We Promote
RCIL fosters a dynamic environment where both society and individuals mutually benefit from a world without limits. This is achieved by promoting excellence in consumer-controlled, self-directed services across programs, education, advocacy, research, information retrieval, and dissemination. These services are designed to empower individuals by increasing awareness of their rights and options to achieve their chosen goals.

Confidentiality
It is essential that all advocacy, programs, and services ensure confidentiality and protect against exploitation, paternalism, and segregation, safeguarding the principles of consumer empowerment in the process.
Choices
Choices and options available to the community as a whole are simply what persons with disabilities desire and deserve. The time for placing anyone in a forced segregated setting has passed. Community based services provided by agencies like RCIL have also proven to be more cost effective than the old large institution structure.

Our Core Values
RCIL believes that the widespread poverty, segregation, and isolation of people with disabilities is unacceptable, should not be tolerated, and requires change. We feel an obligation to make positive systemic changes through education and legislation and to provide full access, power, and self-determination to those with disabilities. With a focus on integration and assisting people to reach their greatest potential, we will support a culture that encourages risk-taking, creativity, and innovation.
To address broader public policy issues, RCIL will be committed and deliberate in speaking about the problems and obstacles faced by people with disabilities. We shall exist as an organization that on all levels abides by a living code of ethics which mandates respect, appreciation, honesty, integrity, empathy, trust, and accountability.
